Does the handling of this virus amount to TORTURE?

Judging by the criteria of what constitutes torture according to an Amnesty International report of 1975, the answer would appear to be "yes".

The 4 elements of torture:

1. At least two persons - torturer and victim(s). The victim is under physical control of the torturer.
2. Infliction of acute pain and suffering. Includes mental and psychological pain and suffering (no-touch torture).
   
3. The intention of the torturer is to make the victim submit, to break his will and destroy his humanity.
4. The torture is a systematic activity with a rational purpose. That purpose can be to obtain confession, information, punishment or as a political weapon to set an example for others.
   

 
The definition of torture adopted here is: “Torture is the systematic and deliberate infliction of acute pain in any form by one person on another, or on a third person, in order to accomplish the purpose of the former against the will of the latter”.

 
The coercive technique for psychological torture is to induce DDD - Dependency, Debility (Physical weakness) and Dread (Intense Fear and Anxiety).

The eight general methods used to achieve this are:

1. Isolation
   
2. Monopolisation of perception
3. Induced debility and exhaustion
4. Threats
5. Occasional indulgences
6. Demonstrating ‘omnipotence’
7. Degradation
8. Enforcing trivial demands

How does this apply to the handling of this virus?
